REFORM OF THE LEAGUE THE FRENCH ATTITUDE (Received Dec. 8, 11 a.m.) PARIS, Dec. 7. The Italian proposals for the Teague of Nations reform are regardid as fraught with danger. It is thought that Signor Mussolini ipparcntly is aiming to substitute for lie League something like the four?owcr pact, namely, a limited direcorate of the larger Powers to assume ■esponsibility for the settlement of lolitieal problems in Europe, in which he lesser Powers will have .practicaly no voice.
