It is thought that Signor Mussolini ipparcntly is aiming to substitute for lie League something like the four?owcr pact, namely, a limited direcorate of the larger Powers to assume ■esponsibility for the settlement of lolitieal problems in Europe, in which he lesser Powers will have .practicaly no voice.
