RECOVERY PROGRAMME U.S. “SUPER CABINET” (JSluc. Teh Copyright—United Press Assn.) WASHINGTON, Dec. 7. The President, Mr. Franklin Roosevelt, has superimposed upon the widespread Federal relief structure a now co-ordinating organisation known as the “National Emergency Council,” with central information bureaux, established throughout the country, “for the purpose of consolidating and making more etlieient and productive the emergency activities of the Government.” This organisation, which some observers are inclined to call a “super Cabinet/’ include Messpcs. Harold Lckcs, Henry Wallace, Daniel Roper, and Miss Frances Perkins, all members of the Cabinet, General Hugh Johnson, and the administrators or governors of various other recovery agencies. In an address at the anniversary meeting of the Federal Council of Churches of Christ, Mr. Roosevelt challenged the “pagan ethics” of modern civilisation, lie said the object of the Government’s new philosophy was to recognise the light of an individual to make a profit as long as he does not push down nor hold down his own neighbor. The President denounced the recent Ivnchirigs as “collective murder.” Without mentioning Mr. Rolph’s attitude, or the stand taken by others, he said : “We must not excuse those in high places or low placos who condone lynch law,"
