The Fascist Grand Council, which was attended by Signor Mussolini, declared that Italy’s continued membership of the League of Nations shall be dependent on the speedy radical reform of the League’s constitution and objectives. The .demand for the revision of the League lias caused no surprise, though it was not Expected to he so peremptory. It is understood that Italy’s demands include the restriction of the. say of the smaller Powers, simplification of the procedure to avoid interminable, argument, and disentangling the League from the Treaty of Versailles. It is felt that the League has become part of the machinery for enforcing treaties which perpetuated division between victor and vanquished. This had led to domination bv France and Britain.
