FRANCE TAKES ACTION NEW CALEDONIAN BASES LONDON, Nov. 28. The Daily Herald gives prominence to a Brisbane message that France is building secret submarine and air bases in the Pacific, because she is afraid of Japan’s mystery moves in the Pacific. Travellers reaching Australia report that provision has been made for seaplanes and submarines at New Caledonia. The Daily Herald’s Paris correspondent says lie inquired from French official sources, and was told that the matter could not be discussed.
