DEBATE ON THE BUDGET

(Parliamentary Reporter.) WELLINGTON, this day. The Legislative Council had the dis

tinction of being the only branch of the Legislature to achieve anything definite yesterday, for it passed the second reading of the Reserve Bank Bill by 13 votes to four, while the House of Representatives failed to complete the financial debate. In the hope of bringing it to a close, the Government left the discussion entirely to its critics, and in addition to Labor speakers there were cross-bench speeches from Mr. A. M. Samuel (Coal., Thames) and Mr. D. McDougall (Ind., Mataura), both of whom adopted a hostile tone. Just before the adjournment time Mr. J. Hargest (Coal., Invercargill) caught the Speaker’s eye, and will re- * sume the debate on Tuesday, after which, according to the Prime Minister, the Companies’ Bill will bo considered in the committee stage. It was evident from the close attention paid by the Minister of Finance, the Rt. Hon. J. G. Coates, that he expected an opening to finally reply during yesterday's sitting, but was disappointed.
