CAPETOWN, Nov. 8.

The Government has appealed to farmers to give free grazing to cattle from the drought areas. It has reduced the railway rates for such cattle to oneeighth of the ordinary rate. Tractors are being mobilised bv the Government to undertake to plough land, without charge to the farmers, To enable them to plant maize.
