TROUBLE IN PALESTINE MARTIAL LAW DECLARED ALL-NIGHT SNIPING (Klee. Tel. Copyright—United Tress Assn.) (Received Nov. 1, 11 a.m.) JERUSALEM, Oct. 30. Martial law has been proclaimed in Palestine. Port Jaffa is idle. Porters struck at Haifa, whither British troops have been drafted. A Polish steamer carrying £OO Jewish immigrants was warned back from Port Said, where .permission to. laud was refused. Three Arabs who were wounded in the rioting have died. A deputation of veiled Moslem women waited on the High Commissioner demanding the release of Arab notables. Sniping continued all night, and caused the police to return the fire, but there were no casualties. The streets at dawn were found to be strewn with nails to impede military motor lorries. Owing to the tension, ceremonial was dispensed with in connection with the official opening of the magnificent new harbor at Haifa, constructed by British enterprise tit a cost of £1,250,000.
