ATTACK UPON PEACE | (Received November .1, 3 p.m.) LONDON, October 31. ■ ‘-ft is not the immediate threat of i war that causes anxiety,” said Lord Cecil in a speech at Oxford, ‘‘hut the first great attack since the war upon organised peace. 1 do not oppose 1 patriotism, but it is a different thing to carry patriotism so far that wo shall not only love our own country, but begin to hate other countries.”
