THE ADDRESS -IN-REPLY CONCLUSION OF DEBATE (Per Press Association.) WELLINGTON, last night. Continuing tho Address-in-Beply debate in (he Legislative Council, tiie Hon. D. Buddo advocated the settlement of small holdings for the purpose of relieving tho unemployment situation. It was essential to keep the ideal of land settlement before the public. Settlers in the past had made tho mistake of trying to do too much at once, instead of building up their improvements gradually, and this danger would have to he safeguarded against in the future. The Hon. W. H. Mclntyre said that the No. 5 scheme had proved wasteful, and ho Urged the Unemployment Board to pay a subsidy on wages in order to induce employers to take men hack into industry. At present there was a drift of the unemployed to the big centres, where the conditions were Letter, and ho hoped that this would ho arrested. In reply, the Hon- W. W. Snodgrass briefly thanked members for tho references that they had made to his speech. Tho motion was adopted, and the Council rose until October 11.
