This is the chief feature of a bill which has been urged upon the Cabinet];of the Reich by the Prussian Government —that is to sav, Captain < ; tiering. Doubtless" it will be adopted. The publications, the introduction of which will incur the capital penalty, are those which may be held to contribute to the following oifeneOsr — High !treason, which, as defined by the criminal code, referred to in the bill, includes “the attempt violently to change the constitution of the Reich.”: Bregch of the decree as to forbidden asscieintions and publications. Inciting mytpbors of the armed forces to insubordination. Breach : 'i't 'the law forbidding the formation of political parties. The bill also threatens with death those who attempt, or incite to, the murder of officials of the Public Prosecutor ’a Department, or the police, njembeV* of thd Storm Detachments. including the “Steel Helmets,” or Guard battalions of the “Brown 1 Army.”
