STAND BY PRESIDENT (Received August 9,2 p.m.) HAVANA, August 8. In a. statement to-day General Machado said: “I am, and, will continue being President of Cuba in the plenitude of all my constitutional prerogatives, of which I may not cede tho smallest part without betraying the confidence reposed in mo by the Cuban people."
