A dispatch from the Belgian Congo imports that a tornado struck Leopoldville. The roof of the prison was blown off, carrying with it part of the upper wall, which fell into the building. One prisoner was killed and six injured. Sir Logie Elphinstone, 52, who had been found guilty at the Old Bailey, London, of conspiracy to defraud, was bound over for two years on giving a personal undertaking to “keep away from the City.”
