RUGBY MANAGEMENT

POVERTY BAY UNION COMMITTEE’S WEEKLY MEETING The weekly meeting of the Poverty Bay Rugby Union management committee was'held last evening, there being ’present Messrs. G. It- Scents, chairman. G. -J. Jeune, A. 11. Lange, J. Young, P. Tureia, P. Edmondson, H. McNeil, 11. Hunter, 0. Burt, and w. S. McKee, bon. secretary. Mr A. W. Temni, a member of the Poverty Bay Rugby Referees’ Association, was in attendance to support a report in reference to alleged rough play in one of Saturday’s games. 'Following on a discussion as to the condition of the grounds at the Oval, the fixtures for next Saturday were drawn as follows: —

Seniors. —Y.M.P. v 11.8.0.8., No. - ground, 2.45 p.m.; Celtic v. Old Boys, No. 3 ground, 2.45 p.m. Juniors.—Celtic v. Unemployed, No. 2 ground, 1.15 p.m.: 11.5.0.8. v. YM.P. No. 3 ground, 1.15 p.m.; Old Boys v. Pa tut* hi, Patutahi ground, 2 p.m.; Athletic v High 'School, High School ground, 1.15 p.m. Thirds. —Marist v. Celtic, High School ground, 1.15 p.m.; H.5.0.'8. v. Old Boys, High School ground, 1.15 p.m.; High School, a bye. The selection of grounds was made subject to change, should rain fall during the week in sufficient volume to improve the playing condition of No. 1 ground on the Oval. It was reported by Mr Temm that a Y.M.P. junior player had been ordered off the field for kicking another player in one of Saturday’s games. The offence was described by Mr Temni as having taken place within a few yards of the Maori goal-line, during a 'hot scrummage. The referee added that the player concerned was a young man, and the play was “pretty hot” at the time. A MILI) PENALTY Mr Tureia, representing Y.M.P, ascertained by questions the details of the incident, Mr Temm stating that he had no doubt that the kicking was deliberate. Mr Tureia moved thereon that the offender be stood down for one playing Saturday. The motion was seconded, but .the general opinion was that the penalty proposed was rather light in view of the evidence. Mr Young suggested that all players reported should appear before tho union committee.

Mr Tureia asked whether the union was prepared to pay the player’s expenses to town? The motion was put to the meeting, and carried with only one dissentient, Mr Young voting against the motion. The Wairoa sub-union secretary advised that his committee hud accepted the offer of a match at Gisborne on .Tune 3, and that it was anxious to secure a visit to Wairoa on tho part of the Poverty Bay junior representatives. . . The matter of the junior visit to Wairoa was held over. The newly-formed Hangaroa subunion asked for affiliation and registration of colors. The chairman commented that the application was a welcome one. NEW SUB-UNION AFFILIATED

On the motion of Mr. A. H. Lange, the new sub-union was affiliated, anil congratulations were extended to the Hangaroa district players and supporters on their enterprise. The Hangaroa subunion colors, green and black, were duly registered. Mr. Jeune reported that in company with the secretary, ho had attended a meeting of the new sub-union, and had been agreeably surprised at the dcgveo of keenness shown. There were somo good men at the head of tho movement, and it seemed certain that the new subunion was not a flanh in tnc pan. In connection with the proposed visit of the Poverty Bay juniors to Wairoa, it was agreed that the juniors be sent on tho trip, with the prospect of a return visit of the Wairoa sub-union junior representatives later in the season. The committee then considered a request held over from last meeting, this being from the Waikohu sub-union for a match with a Poverty Bay team in Gisborne on June 3, and a. visit, of a thirdgrade team to To Kiraka to play a Waikohu junior team. As a preliminary stop, Mr. V. Norman was re-appointed third-grade selector, and he was asked to nominate a team to proceed to Te Karaka on June 3. Another matter held over from a previous meeting was dealt with, this being the formal nomination of a vice-president, to the New Zealand union. Mr. A. S. Parker, who has held the post for some years, was re-nominated, on the motion of Mr- G. J. Jeune.

UNFOUNDED COM PLAINT The chairman reported that he had had a. telephonic complaint from Tolaga Bay sub-union to the effect that the Y.M.P. club had approached nine payers from the Waiomokn side of the Pakarae River, offering to pay their fares to Gisborne to induce them to play for the Y.M.P. club. Mr. Tureia stated that only two players were affected, and that the two men concerned were natives of To Karaka, and were both living inside the Poverty Bay union boundary. The financial position of his club was sufficient answer to the charge of financial inducement. Mr. Sceats said he had had no hesitation in anticipating that statement, fLaughter.) He moved that, having heard Mr. Tureia’s statement, the union advise the Tolaga Bay sub-union that there was no justification for the com' plaint. In reference to an application on the part of tho Unemployed Club for the transfer of a player" named Carmody from the Athletic club, Mr. McNeil reported that tho player was not desirous of making the change. The application for a transfer was accordingly allowed to drop.

PATUTAHT 'GROUND Mr. Lange raised the qnestion of the state of the Patutahi ground, which he understood left a good deal to be desired. Mr. P. Edmondson said that the ground was a little rough, but that tho Patutahi club was awaiting rain for a chan .t to harrow the ground and make other improvements. The chairman recommended that any member of the union who happened to

visit Patutahi should acquaint himself with tho condition of tho ground, from personal observation. A further question raised bv Mr. Lange had reference to the insurance of players. His club, H. 5.0.8., had noted in the rules governing insurance that it was required that all players who took the field should he covered individually by premiums paid into the insurance fund. It was contended by the club, on the other band, that if 15 players were covered for the season, with the addition of two or three emergencies, the insurance fund was receiving sufficient sup port. After a. brief discussion, in the course of which the rules were produced, and the chairman emphasised the necessity of looking at the matter from the union’s point of view, it was decided to stand by the rules, which require that all players should be covered individually.
