Neither can we afford to have so many officials at Whitehall working from 11.30 a.m, until three. “If you look at the increase of officialdom at Whitehall you will see why we are getting so poor. Before the war the total of the country’s Budget was £179,000,000. To-day we are spending £317,000,0001 on the Civil Service nlone. ”
