CURE FOR DEPRESSION INTERNATIONAL CO-OPERATION PARIS, Oct. 16. _ M. Raymond Poincare, former President and Premier of France, makes this week one of his rare appearances in print, in an article copyrighted by L'lllustration, in which lie advocates national self-help to be followed eventually by international co-operation, not only in the economic and political but, in the intellectual and moral spheres, as a remedy for the present, world depression and a preventive of its repetition. In the view of the former President, now head of the Paris Ear Association, the nations whose economic systems are now ailing must apply themselves to tlie rigorous self-cure which France applied under M. Poincare himself from 1926 to 1928. Only by showing determination to help themselves be asserts, will the nations draw help from others. SIGNS OF BARBARISM

Poincare foresees the time when the. present divisions among the peoples of the- world will be looked back upon as obvious signs of barbarism, Germany’s salvation is assured, lie thinks, if it. follows the French example and heeds tho advice of Mr. Parker Gilbert, former agent of general reparations. Britain, which M. Poincare views as the victim of abuse of unemployment insurance (the dole), has sufficient- commonsense and business experience to pull herself out of her troubles, be believes. “The essential tiling," M. Poincare concludes, "is for all tho governments to feel the necessity for co-operation, not, only economic Iml also intellectual and moral, which will prepare in tho near future for political co-operation among all groups of humanity ’*
