FEDERAL COURT PLAN DISCUSSION NEARS END (British Official Wireless.) Roc, 10 a.m. RUGBY, Oct. 27. Discussion on the Indian federal court was continued to-day in the Federal Structure Committee of the Round-Table Conference, and will be concluded to-morrow, when the debate will be wound up by Sir Muhammad Slmfi. Speakiiig for the European delegation, Mr. Gavin Jones agreed that a federal court was necessary, and that it should ordinarily be an appellate court with original jurisdiction in such matters as disputes between the federation and the units, and between the States. It was essential that there should be a right of appeal to the Privy Council. The judges must be independent of political influence, and their appointments should be made by the Governor-General, in consultation with the Chief Justice. As large a field as possible should be available for the election of the personnel, and should include the English and Indian bars and judicial services.
