MANCHURIAN UNREST BLACK DAY AT GENEVA JAPAN’S UNSATISFACTORY REPLY (Elec. Tel. Copyright—United Press Assn.) LONDON, OcL 22. The Times’ correspondent at Geneva believes that there is little chance ofthe Sino-Japanese conflict ending unless the League undertakes to provide guarantees for the good faith of both': sides by exerting simultaneous pres*, sure on both governments and makingsure that this pressure is effective by posting neutral observers on the spot. This method was successfully adopted' with Greece and Bulgaria in 1926. 2. The News-Chronicle says the League Council's resolution urging China and Japan to settle the dispute caused dismay to the Chinese, who regard, it as a betrayal of their interests and as placing a premium on aggression. The situation is described as profoundly disquieting. Geneva messages state that to-day. saw- the close of another black day, in which League circles were pessimistic, some fearing that China would be let. down. The position is believed to br little if any more favorable, with the announcement that the Council will tomorrow consider a resolution urging China and Japan mutually to settle the dispute within a specified period, which it is believed will bo months. Japan’s reply to M. Briand’e proposals is unsatisfactory and the Counted meets again, this afternoon, when, the whole situation will be made public, . '
