U.S. MAY HELP IF ROWERS DISARM WASHINGTON, June 9. Indications accumulate that President Hoover is giving sympathetic consideration to the proposal that the Uhiled States should reduce, if not cancel the war debts owed by European countries, provided the latter agree to reduce their armaments. Without question, this matter—which was first given public prominence by Senator Borah—has since been discussed at White House. There have been some informal interchanges on the subject between Washington and London, if not between Washington and Paris also, Hie object being that each Government shall sound the position of the others. The utmost secrecy is being preserved. Whether tho idea of linking war debt revision with disarmament originated with Senator Borah or in London is a matter of speculation. It is said hero, unofficially, that it is very doubtful whether the world Disarmament Conference, set for February, can be held unless there is a change of attitude in Europe.
