MR. BALDWIN’S STAND NEW CAMPAIGN PLANNED (Received April 13, 11 a.m.) LONDON, April 12. Mr. Baldwin, writing to Mr. Shrapnel Smith, the Conservative candidate for East. Woolwich declares: “We must have tariffs to give us bargaining power against foreign countries, and protect our British workers from unemployment and prevent foreigners capturing more of British trade. That is the great, issue of the East. Woolwich by-election. ’ ’

The Conservative office announces that Mr. Baldwin will address seven mass meetings, beginning the day after the budget is introduced.
