ALTERATION IN CHINA SHANGHAI, Dec. 31. Striking preparations are being mada to celebrate the new year according to the solar calendar instead of the lunar. Ollitials are determined to mark the change with considerable festivity. Nevertheless, the masses are strongly adhering to the old system, refusing t'o observe the foreign new year despite governmental threats of fines and possible imprisonment for those who rcfuso to accept the reform.
