"The Empire and Labor alike have lost, a chance that will bo truly historic. Every psychological influence tending to reduce the Empire to tho shadow of a great name will bo strengthened; while nothing has been done to implement the right to cooperate economically, .the conference is discussing the right to separate on the political side. Pressing this theory can only harm the Empire without benefiting any Dominion. 1 ‘There seems no hope in the future except a Unionist victory at the next election, followed by a special Imperial Conference at Ottawa, which a supreme effort should be made to assemble in 1931."
