One of the greatest scenes of activity in preparation for the celebration of November 5 is on the Waikanao beach, where a number of bonfires have been prepared by residents of the vicinity. Jit past years some of the tires have been shf. alight prematurely, but this time some of the residents have taken the precaution of keeping their material on their own properties until this evening, when the remainder of the stack's will be built. The beach, display of fireworks is usually a good one, and to-night’s promises to be no exception. Decision was reserved by Mr. P. 11. Harper, S.M., in the Magistrate's Court to-day in connection with a novel police action brought under the Second-hand Dealers Act. The defendant was John Cornelius Hutchins, who pleaded not guilty to charges of holding himself out to be a second-hand dealer, when not the holder of a license; purchasing through an employee second-hand goods from it person under 16, and carrying on the business of a second-hand dealer without being the holder of a license. Mr. .S. V. lleaufoy defended the charges on the ground that the defendant being the proprietor of a “hook exchange,” did not come within the provisions of the Act requiring him to take out it license. The magistrate remarked that the whole case hinged on the definition of an “article” in Iho Act. The point was ;t novel one, and he would take time to consider it. Senior-Sergeant YVade, in his opening, explained that a boy under 6 had been detected taking magazines from outside a shop, and selling them to the defendant. Hutchins’ business was principally that of a dealer in second-hand books, and he submitted that tho defendant should come within the scope of the Act. 4
