IMPERIAL RELATIONS
WORK OF THE CONFERENCE METHODS OF CONSULTATIONS (British Official Wireless.) Roc. 2 p.m. RUGBY, Nov. 3. Final consideration of constitutional aspects of inter-imperial relations was begun at a meeting of the. heads of delegations to the Imperial Conference this morning, and resumed this afternoon. The work will be continued to-morrow. Mr. R. B. Bennett presided at this afternoon’s meeting, at which progress was reported by Lord Sankev’s committee, to which tho conference had referred certain specific questions for detailed consideration. Methods whereby the degree of consultation between the Dominions may he. strengthened had been considered in the light of recent experience. and it was felt that, value would attach to a free exchange of views and impressions on general current international questions. This tendency might he stimulated by measures of personal contact and the presence in London of an Australian liaison officer and the presence of United Kingdom officers in Ottawa and South Africa.
Indicative of the. process which if was considered might advantageously he developed between the Dominions in a manner which each could choose for itself, the information thus circulated need not necessarily he confined to foreign affairs. As to the question of a Dominion communication with foreign countries, when a question of emergency arises it will he. permissible for a Dominion Government to communicate direct with the British representative accredited to the foreign power, and also, to make arrangements through him on commercial ami various other matters which affect expressly the Dominion and foreign power concerned.
