(Received November 4. 3 p.m.) LONDON, Nov. 3. •General Higgins, after his return from South Africa, announces that 42 commissioners from throughout the world will meet on November 10 to discuss important constitutional changes, the curtailment of the general’s personal powers, and a general move from autocracy to constitutional government. General Higgins gives a. pledge that a proper trustee company, instead of the general, shall hold the Salvation Army's British property and capital assets. An electoral body shall choose the future general, age of retirement of the presentgeneral being fixed.
