As a. very young mau he entered tlie Civil Service iri tlm Dost Office Department, when things were done on a very limited scale, and. held during his long term of office some, of the most important posts connected with bis department. At bis retirement be was postmaster of Invercargill. His mind is a. storehouse of incidents connected with the public men of till earlier day, every one of whom ho knew. Ho often speaks oi the thoroughness of those who controlled our public affairs in days gone by. Mr. Tipping is in wonderfully good health. Ha is a keen / bowler, and all through tiio season hb has enjoyed bis daily dip in the harbor.
