A Communist uprising terrorising the population is reported to have occurred in llupeh province, the Government garrisons -being outnumbered.' Scores of officials, including magistrates, have been murdered, and hundreds of wealthy merchants robbed' and slaughtered. The district'is'the same as where the missionary outrages recently occurred. The bandits wear masks and believe themselves to he heaven-inspired.
