' MANCHURIAN DISPUTE NEGOTIATIONS FOR PEACE (Received Nov. 23, 10 a.m.) SHANGHAI, Nov. 22. This week’s pressure .at troth ends of the Chinese Eastern Railway apparently resulted in a considerable change of heart. Tho Chinese announced to-day that with tho consent of Nanking and '•Mukden it was proposed to enter into negotiations with Moscow for a settlement of the dispute direct, appointing l)r. Wellington Koo plenipotentiary. It, is- also believed that, the generally adverse situation in Honan and Kuangsi is having some effect in achieving tho change of policy.
