INDIAN INITIATIVE.

DEMANDS FOR MONEY I POSITION OF DOMINIONS I LOLNDON, Nov. 2, i ! Mi- Ramsay MacDonald told the Daily Mail, in the course of an interview, that it was the Indian Uovernmerit and not the Imperial that hrst_ suggested. the issue oi a declaration" in favor-of full jjominion status for India. The- imperial Government only agreed.on this representation. ' : - ! The Daily Telegraph's, diplomatic, cor. respondent states that. Government circles are by no means clear on the relationship ot the Dominions to the coming discussions on India's future, status. Apparently the Dominion governments have not been seriously consulted in this great Empire issue and whether tliey will be invited to participate in the proposed round-table conference has not teen definitely stated. Yet, some of the Dominions' at any rate would undoubtedly resent the issues being firsfi decided between Loudon and' Delhi and submitted to the Dominions afterwards, when they could hardly be altered. Mr. J. L. Garvin, writing in the Observer, says: "Dominion status is the ultimate goal as regards external relations of India. We are bound by the phrase, cost what it may. That will not prevent an immeasurable catastrophe unless a sound federal structure is" devised. For the Empire continent to fix its imagination at this stage on Dominion status will only push lodia to ruin." COMMENT IN INDIA '_ CO-OPERATION PROMISED (Received Nov. 4, noon.) DELHI, Nov. X With three exceptions, every prominent politician has accepted the Viceroy's statement and agieed to co-operate m reaching an understanding. The roundtable conference will not decide the date of the establishment of a,.Dominion constitution, bat will frame such a constitution. Pending such constitution signatories of the Delhi manifesto, representing all parties, demand a policy of general conciliation, • a genera} amnesty for political prisoners, and that-the-In-dian Congress should have the largest representation on the India side of; the Congress. The European press in India generally welcomes the Viceroy's statement^ ■•» ; "
