CANADIAN UNION FORMED (Australian Press Assn. —United Servic.O (Received September 14, noon) WINNIPEG, Sept. 13. The Rugby Union of Canada, the final link in the chain of Empire Rugby unions, was created to-day, when delegates from provincial associations passed .a resolution .authorising the newlyformed body to control this sport in Canada. They adopted the rules in force in Britain, aiming to assure an even standard of play.
