COTTON TRADE CRISIS NEGOTIATIONS CONTINUE (British Official Wireless.) Roe. noon. RUGBY, August 12. Sir Horace Wilson, permanent Secretary to the Ministry of Labor, con tinued to-day liis work as conciliator in the Lancashire cotton dispute, holding an informal conference with the parties. The legislative council of the United Textile Factory Workers' Association, representing all operative unions, met af Manchester this afternoon. On the employers' side, a meeting of the general committee of the Federation of Master Cotton Spinners' Association will be held to-morrow, when, it is understood, a report will be .submitted on the conversations which the employers' representatives had with the Prime .Minister on Saturday, No indication has been given officially of the nature of those conversations, or of the basis which it is understood the Prime Minister suggested for bringing the employers and operatives' representatives into conference. There is a growing feeling that the employers will agree to arbitration. Five more mills restarted work today at the old rate of wages.
