CONFERENCE OPENS
REPARATIONS PROBLEM ATMOSPHERE OF GOODWILL (Elec. Tel. Copyright—United Press Assn./ (Australian and N.Z. Press Associate on., (Received August 7, 11 a.m.) THE HAGUE, August 6. Sir James Parr and Mr. P. Larkin have arrived to assist the British delegation in a consultative capacity in Canadian and New Zealand interests. The Young plan conference opened with an atmosphere charged with goodwill, despite the knowledge that long, and perhaps bitter discussions must precede any agreement. Dr. Stvcsemann succeeded M. Briand in expressing wishes for a step towards durable peace, an improvement in the economic condition of Europe, and a broader understanding among ex-belligcrents. Significantly turning towards M. Briand, he remarked that a leader should not wait till 99 per cent, of his countrymen were behind him. He should go in advance and carry them with him.
Dr. van Blokland presided, Sir Jas. Parr sitting opposite the French and British delegates.
