THE GERMAN CHANCELLOR (Times Cables.) (Received Julv 22, 3 p.m.) HKBLIN, uJly 22. Herr Mueller, the Chancellor, has been stricken with a' sudden illness, inflammation of the bladder, requiring an operation, which passed off satisfactorily; but his condition is nevertheless serious.
