LEAGUE OF NATIONS
A VEXED QUESTION RIGHTS OF MINORITIES (Australian and N.Z. Press Association.) LONDON, Feb. 4. The Daily Telegraph's diplomatic correspondent states that the League lit' Nations is alarmed at the prospect of a bitter and acute controversy entailed over Dr. Rtrt'semann's determination at the March Council of the League to raise The question of the guarantees of the rights of minorities. The Canadian representative, Mr. Dandurand, will support him from a different angle, demanding an improved procedure, enabling racial and religious minorities' grievances to be brought up before the League more promptly. The new Papal State is expected almost immediately to seek membership of both flic Assembly and the Council. There may be serious embarrassment over the question of -whether the Pontifical State .should be given a permanent or an elected non-permanent seat on the Council. It will be strongly argued that such a strong world Power ought not to be subject to election risks.
