THE KELLOGG PACT
UNITED STATES’ ATTITUDE DECLARATION OF RIGHTS (Australian Press Assn.—United Service.) (Received December 15. 3 p.m.) WASHINGTON, Dec. 14. A resolution declaring the United States’ rights in respect to the Kellogg treaty, proposed to be adopted with the ratification of Hie pact, was offered to-day by Senator Moses, who beliqves that he iias majority of support' in committee for tho resolution, and will ask for its adoption at the same time as the vole is taken on Monday for the ratification of the treaty. The resolution sets out that the Senate declares that, in advising consenting to Hie multilateral treaty, does so with Hie understanding that: (1) The treaty does not impose an obligation on tho United States to resort to coercive or punitive measures against any offending nation; (2) the treaty does not impose any limitations on the Monroe Doctrine or traditional policy of the United Stales, (3) the, treaty does not impair the right of the United States lo defend its territory possessions, trade, or interests; (4) the treaty does not obligate Hie. United States lo the conditions of any treaty to which the United Stales is not a party. ”*
