By unanimously agreeing to limit the debate on an important electric power measure, which now has precedence in the. Senate, the way apparently has been paved for speedy action on the Kellogg Pact. It is now confidently predicted that the treaty will be reported to the Senate by the Foreign Relations Committee by Friday, without reservation or amendment. Thus, while there is a growing disposition in the Senate to criticise the pact as nothing more than an abstract and a colorless declaration without any binding force, it is believed now that the treaty will be ratified without any changes before the end of the present Congressional session in March.

The Parliamentary situation is such that it is most probable that the Fifteen Cruiser Bill will be discussed con-, currently with the pact, part of each legislative day being devoted to considering each measure.
