LORD LYTTON'S PROTEST GKNEVA, Sept. 27. Lord Lytton, one of the representatives for India, introduced a discordant note into the paean of praise sung by n churns of delegates at the end of the ninth Assembly o-f the League of Nations this morning by his criticisms of the constantly increasing budget of tlie League and the International Labor Office.
