LEAGUE TOO COSTLY
LORD LYTTON'S PROTEST GKNEVA, Sept. 27. Lord Lytton, one of the representatives for India, introduced a discordant note into the paean of praise sung by n churns of delegates at the end of the ninth Assembly o-f the League of Nations this morning by his criticisms of the constantly increasing budget of tlie League and the International Labor Office. Notwithstanding the fact, said Lord Lytton, that two years ago the Assembly agreed that the contributions of the S'tatses who wore members of the League had reached their limit, there was an increase, this year in the budget of £68.0C0. If therefore the cost continued at the present rate the budget would be doubled in 1.1 or 12 years.
