BOROUGH COUNCIL
THE FORTNIGHTLY MEETING The fortnightly meeting of the Gisborne Borough Council was held last evening, the Deputy-Mayor. Mr. J. Blair, presiding. There were also present: Crs. J. W. 11. Holmes, G. Bradley Smith, F. Collin, W. J. MacGibbon, T. Todd, B. J. Kerridge, aud W. Cave. The Gisborne Harbor Board wrote suggesting that the council should allow its traffic inspector to be appointed by the board to take proceedings under the by-laws in regard to speeding on Kititi bench. —The appointment was agreed to. The. Gisborne agent of the Auckland Automobile Association, Mr. G. Crawshaw, wrote confirming .the decision of the advisory committee of the association to recommend to the council the desirability of providing facilities at the Mnkaraka Domain for camps for touring motorists. The committee suggested the provision of an entrance at the western end of the domain, and the erection of cattle stops instead of gates. —The DeputyMayor explained that it would be necessary to obtain the consent of the Minister for the proposal. The letter was received, and the question of charges aud accommodation was referred to the reserves committee.
An application by the. Atlantic Oil Co. for permission to instill a kerbside petrol pump in front of the premises of Ormonds Motors was referred to the engineer.
The medical officer of health requested that notice be served on an owner of property at Te Hapara to remove an accumulation of rubbish liable to harbor rats. —The matter was referred to the sanitary committee.
An application by Mr. F. Gribben for appointment as dog registrar for 1929 was referred to the works committee.
An application was received from the manager rot: the Majestic Theatre for permission to screen a picture programme on Christmas Day.—The matter was hold over until the programme to be screened had been submitted for the council's approval.
Mr. Geo. \V. Aitken, on behalf of Mr. AY. Bruce, of Gisborne, applied for permission to erect, six complete concrete residences on section 5, Derby street, with a frontage of 132 ft, pointing out that the value of the land in this area, and its close proximity to the business, area, necessitated this class of building to return an adequate rental on investment. —The matter was referred to the works committee. Messrs. Jeune and Woodward forwarded a plan for the subdivision of allotment 138, Clifford street. —Approved. Messrs. Chrisp and Ohrisp advised that they had received a letter from the Public Works Department consenting to the discontinuance of the tramway system, practically on the conditions stipulated by the council, and a copy of the draft Ordcr-in-Council was enclosed for the council's approval before returning to Wellington for completion.—The matter was referred to the tramways committee. The Education Department wrote requesting the council to provide free conveyance in its trams and buses for pupils attending classes for subnormal children. —The application was acceded to.
The chairman of the Main Highways Board advised that the council had been allocated £2(52 14s 5d as its share of the petrol tax collected for the quarter rended .September 30. Received. In reference to the heavy traffic regulations, the Engineer-in-Chief, Public Works Department, inquired as to the council's attitude in regard to damage to roads by heavy motor vehicles; also whether a heavier class of construction had been adopted owing to vehicles in excess of three tons.—lt was decided that the town clerk and the engineer should reply to the letter.
REPORTS ENGINEER.'S DEPARTMENT The engineer, Mr. A. Young, reported, inter alia: — "Unemployment relief works: Job No. 5, sewerage Ranfurly and Park roads. —This work has been completed. Job No. .la, reconstruction of Parau street, Ranfurly and Park roads.—The metalling of Parau street and Ranfurly road and the gravelling of Park road have been completed. The metal has to be trimmed up and blinded. One, man is employed. Job No. sb, stormwater drainage, Ranfurly road. —Good progress is being made with this work. The, excavation of the main drain through private properties is almost completed, and the cutting of the roadside drains is in hand. Number of men employed, nine. Job 0, .Kaiti Beach road extension from Scott's Point. —Since last report further subscriptions have been promised, and the work is consequently being continued. Number of men employed, eight. Job No. 7, new stormwater drain in the vicinity of Owen road, Kaiti. —The spillway at Tyndall road has been completed, and the lining of the drain with concrete at the bends is nearly completed; Number of men employed, five. Job No. it, upper Pox street footpath formation.—The formation work has been completed and a start made with the gravelling. Job 10, Chalmers road and Haig road footpaths.—This work is well in hand, the formation in Chalmers road being completed, and spreading of gravel is in progress. Number
of men employed, six. Total num-j ber of men on relief works, 29. "Stormwater drainage loan works: Roebuck road area.—Owing to the wet weather this work was somewhat delayed, but good progress is now beingmade.
"Sewerage and waterworks loan work: Renewal of water main across Matawhcro bridge.—Some 12in. pipes were laid at the south approach to the bridge, but owing to wet weather intervening further trench work was not proceeded with. "Pox street district loan work.— Sewerage work in Kingsley road is being continued to the extent of the balance of loan money still available, i.e., £1(53."
The Works Committee reported, inter alia: —
"Workers' dwellings: The engineer reported that he desired one of the workers' dwellings for an employee whose duties necessitated his living adjacent to his work, and it was decided that in cases where a dwellingwas required by an employee of the council, outsiders occupying same should be given reasonable notice to vacate.
"Owen road: This road was inspected, when it was ascertained that the drain had in no way interfered with the footway, and your committee recommends that a lamp be installed at the intersection of Owen and Tyndall roads, provided the Cook County Council is agreeable to pay half the cost of maintenance, this being a boundary road." The reports were adopted.
