A message from San Antonio states that a promise that the Administration was not contemplating bringing about any weakening of national defence because of the Kellogg treaty was given the American Legion yesterday by the Secretary of War, Mr. Davies, in an address in which lie praised the purpose and statesmanship of the documents.
