FREEDOM FOR CONVICTS (United Service.} HAVANA (Cuba), July. 22. A proposal for voluntary legal inoculation of condenped convicts with cancer germs, for study, was approved by the Hoard of National .Sanitation. Convicts cured in 12 years would be freed. The proposal goes to Congress.
