13 NATIONS APPROVE SIGNATURE NEXT MONTH Australian and N.Z. Pre?s Association WASHINGTON, July 20. Thirteen nations, including Japan and Czechoslovakia, now having accepted the draft anti-war treaty, Mr. Kellogg has begun drafting the final Note in his negotiations. This is understood to be the acceptance of an anticipated invitation from France to sign the treaty in Paris. Despite earlier predictions that Mr. Kellogg would be unable to make the trip, provisional arrangements are now being made for the Paris ceremony, which will probably be held on August 28. Foreign Ministers from all other interested Governments, except Japan, are expected to attend.
