CONTROL OF TIENTSIN AN AGREEMENT REACHED (British Official Wireless.) Roc. noon. RUGBY, April 20. Telegrams front China report that an agreement has been reached for the joint Chinese-British administration of the British, concession of Tientsin by a Municipal Council of five Chinese and five British. The agreement regarding* franchise removes the discrimination between Chinese and British electors.
