FOREIGN SECRETARY
PERSISTENT KUMOKS BIRKENHEAD’S AMBITIONS (Elec. Tel. Copyright—United Press Assn.) (Australian and N.Z. Press Association.) (Received April 2.1, 3 p.m.) LONDON, April 20. The Daily Herald’s diplomatic correspondent states that it is persistently rumored that if Lord Birkenhead succeeds in his present diplomatic—not golfing—mission to Berlin he will replace Sir Austen Chamberlain in the Foreign Office. For a long time the extremist section of the Cabinet lias tried to oust Sir Austen Chamberlain, whom they regard ns over moderate arid cautions in dealing with Russia. By assenting unenthusiastically to the Anglo-Riissiari rupture, Sir Austen momentarily silenced liis critics. They now complain that lie has not followed up Die masterstroke which might have caused the collapse of the Soviet.
Lord Birkenhead has long hankered for the Foreign Office, and may get his way eventually, though the Foreign Office itself is fearful lest some of his idiosyncrasies should handicap dealings with foreign ambassadors.
