" Tho order system was a complete failure in your dfstrict," added the letter, " and if something urgeut and effective is not done soon, you will soon have no members,"
In reply to this, the Poverty Bay secretary, Mr. W. M. Bayly, wrote: "Scleral methods have bceu tried with little success. Mr. F, S. Boweii, our new president, is endeavoring to model a new system and await his developed suggestions. Admitted, tho orders have been a failure here. This is largely duo to financial difficulties with the small farmers. Also the dairy companies aro not in sympathy with tho order system. Further, many who sign- 1 ed cannot bo found."
