SEQTTCL TO LOSS OF A VESSEL AND 23 LIVES. CARDIFF, May 5. Mr. Watkin James Williams, a steamship manager, was ordered to pay £\QQO towards the cost of the Board of Trade inquiry into the loss, with 23 lives, of the steamship East way in October, 1926. The decision of the court ol inquiry was announced by the stipendiary magistrate, whi) said that it had been found that- the blinkers had been adequately trimmed to prevent the shifting of the cargo. The vessel was beyond doubt overloaded, and Williams" conduct was "blameworthy and culpable."
