MONTREAL, March 15. Following upon a four hours’ debate, precipitated by strenuous opposition on. Hie part of the citizens of Montreal, the ( ity Council by a baro majority reaffirmed its resolution to purchase a plant of the Montreal Water and Power Co. for £2,800,000. This is Montreal's first experiment in public ownership and it is strongly disapproved by the Board of Trade and citizen organisations, as the company sold to its present owners for £2,000,000 a few months ago and has been turned over to the city at £BOO,000 profit. •
