AND IMPERIAL POLICY ME. COATES LECTURES CANADIANS (Elec. Tol. Copyright-United Press Assn.) (Australian and N.Z, Cable Association.) (Rceived January 18, 3 p.m.) OTTAWA, January: 17. Stressing the need for developing in-ter-Empire trade, particularly between Canada and the Antipodes, in an address to members of the Canadian Club at Toronto to-day, Mr. J. U. Coates also dealt, with the Imperial policy. lie said the great mass of tthe people throughout the Dominions- favored binding the Empire still closer. " There was no desire on the part of anyone .at the Conference) to pull away or break up any portion of the Empire," Mr. Coates declared. " Ottr task is to improve, the communications. We should scC-about to arrange for the interchange of opinions between representatives of the various Dominions. I am referring particularly to the political, not the economic side. It is only a. question of understanding. There is no people more fitted to dteal with the questions as they come up than thoso of British stock. It seems to me those who talk about the breaking up of the Empire—well, it seems the wish i<! father to the thought. But the grpat mass of people desire to maintain the bonds of Empire.'' Mr. Coates referred lo New Zealand's attractions to tourists and The loyally of the Maoris to the crown. He said: "'The country's most, valued asset is the people themselves. They are 99 per cent. British." The New Zealand Premier concluded with a reference to commercial relations, staling: "All the Government can do is just to clear the way, and! removing any little obstacles that may arise, but I lie real responsibility rests with the manufacturers themseives,"
