Though it was increasing he did not believe a mass movement was possible. Britain's urbanisation did not suit her inhabitants for agricultural pursuits. Education in the meaning of the Empire, and purpose regarding the welfare of the world might- afford a solution, and a great Empire-wide campaign in this direction should be inaugurated, reviving the desire for a country life in youthful minds.
