General Andrews announces that lie lias a new formula to make drinking “ unsafe for the democracy.” Starting on January 1 alcohol will contain a certain percentage of an otherwise harmless drug so unpleasant to the taste that it will be impossible for the most corrugated throat to swallow it. ANOTHER -NEW MEASURE TREATY WITH CANADA (Sydney Sun Cables.) (Received December 29, 3 p.m.) OTTAWA, Dec. 28. The Customs has announced that the anti-rum running treaty between Canada and United -States will come into full force beginning to-day, providing that all ships clearing from Canada with liquor cargoes must prove beyond doubt that the cargoes are landed at the point of destination.
