Tumult reigned in the Ciumiber during a discussion of the Alsace-Lorraine Budget. An Alsatian Communist, Af. Jluebert, began to speak in German, but the vicepresident ruled him out of order, whereupon Communist Duelos attacked M. Poincare, declaring that all he did in war (into was lo retire to Bordeaux. M. Poincare jumped up and said : “1 obeyed the Government’s orders.” A storm of protest, drowned M. Duelos’ retort. M. Hubert recommenced his speech in German, only ceasing under threat of suspension. M. Duelos continued Hie dehalo. Tie was constantly, interrupted, especially during his references to the autonomist movement- in Alsace, which provoked lively protests. Alsatian deputies proposed a private Bill allowing speeches in German, provided tliev are translated.
