It is reported from Madrid, on what is believed reliable authority that Senor Learroux, the Republican leader, has been arrested in connection with the Spanish plot.

A communique issued by Cabinet states that the Government has decided to submit for King Alfonso's approval a series of measures restoring the Artillery Corps to its former status.
No vexatious humiliations will be imposed on the corps, which has a brilliant record of service.
